UITP is pleased to announce Vicente Torres as the lead for our relations and development in the region, bringing to the role more than 24 years of experience and expertise in public transport, urban mobility, and sustainability across Latin America.
Latin America and the Caribbean, home to 33 countries, has the world’s highest urban population density. By strengthening the team in this key region, UITP aims to provide a more tailored and proactive support to existing and future members.
With this expanded team, we can better address the unique challenges faced by public transport professionals, policy makers, partners, and all other stakeholders in the region.
Now, as Head of UITP Mexico and Central America, Vicente will drive forward regional engagement, empower members, and lead innovation in sustainable mobility aligned with our overall global vision and membership strategy.

With over 24 years of experience in mobility and transportation, I am passionate about advancing public transport as the transformative solution to the many challenges faced by our cities. Across the years, I have built strong, enduring relationships in mobility and public transport, and I am excited to expand on that by advocating for UITP’s shared vision for our members and the sector.
Urbanist, civil engineer, and lifelong advocate for sustainable urban mobility, Vicente’s track record speaks volumes…
He’s advised governments and start-ups, led urban mobility initiatives in over 10 countries, built strategic partnerships with key players like ITDP, WRI, and the International Transport Forum, and positioned dozens of companies within global public policy circles.
Under his leadership, the Latin American subsidiary of PTV Group became one of the corporation’s fastest-growing divisions, establishing itself as a regional benchmark and standard in the promotion of technology for sustainable Mobility, at Urbvan, he led the company’s successful international representation at COP26 in Glasgow, highlighting the role of shared mobility in climate action.
He played a key role in strengthening the presence of innovative mobility actors within the Corporate Partnership Board of the International Transport Forum (ITF), initially supporting the positioning of PTV Group and later spearheading the inclusion of shared electric micromobility during the height of the scooter boom, helping to bring this emerging mode into the global transport policy conversation, and has taught urban mobility and transport systems at UNAM and Universidad Iberoamericana.
With his storied career, and passion for sustainable urban mobility, Vicente will work closely with his colleagues in Latin America and the wider UITP team.
